I made it using fondant and royal icing. To be honest, the best way to make them is to find some pictures you like to use as a reference. Chibi pics are usually the best, and break it down into basci shapes and colours. So heads - ball shaped and skin coloured. Stick the shapes together and then start adding the little details that make your creation look like the character you're trying to replicate. Eg. Tobi's mask, clouds on the Atkusuki cloak, etc. make sure you do there eyes and hair as close to the character's as possible, little details like that and the character's accessories will make it look more authentic
