You can do it!!! Make an oval/round cake and make his mask out of sweets or fondant/plastic sugar icing/ or buttercream just base it off lots of pics of tobi figurines and pics! Let me know how it goes and how shocked your friends are at your success! If you'd like some simple idea's give me a shout!

is the figure made from gumpaste or fondant? could you post a tutorial on how to make basic figure? i really like how yours look.

HI thanks!
I made it using fondant and royal icing. To be honest, the best way to make them is to find some pictures you like to use as a reference. Chibi pics are usually the best, and break it down into basci shapes and colours. So heads - ball shaped and skin coloured. Stick the shapes together and then start adding the little details that make your creation look like the character you're trying to replicate. Eg. Tobi's mask, clouds on the Atkusuki cloak, etc. make sure you do there eyes and hair as close to the character's as possible, little details like that and the character's accessories will make it look more authentic :)

The rest is up to your own personal touch and interpretation! Gambatte ne!
